Thank you very much for your letter of 13 October 1997 to Dr Sommaruga. Your commitment to international humanitarian law, and its full implementation at the national level, is greatly appreciated.
The International Committe of the Red Cross attaches the highest importance to respect for international humantarian law including its national implementation. In 1995, the ICRC established the Advisory Service on International Humanitarian Law to assist States in complying with their international obligations. The Service has been active around the world in promoting the adoption of national implementation measures. Please find enclosed for your information the Advisory Service’s annual report for 1996 together with a range of other materials prepared by the Service.
