French UN Ambassador claims authorship of SC resolution 1368
"We [the French delegation to the U.N.] drafted a [Security Council] resolution which we submitted to our partners in the Security Council as soon as the doors of the United Nations reopened [on September 12, 2001]. The resolution was adopted within the record time of one hour. By this landmark resolution in the history of the United Nations and in international law, the Security Council, for the first time since the adoption of the UN Charter, determined that an act of international terrorism, such as that which occurred on September 11, 2001, should be regarded as armed aggression."
